19 of the Russian's 21 victories have been achieved on hard surfaces
A revitalized Medvedev claimed his initial title for 882 days with victory over Frenchman Moutet in the tournament title decider.
The athlete, a ex- top-ranked player, has experienced a difficult year, achieving just one win at the Grand Slams and suffering a difficult moment at the American major.
The player's varied form on the professional circuit - and difficulties with his service game in especial - led to him dropping out of the top ten and ultimately parting ways with long-term mentor his previous coach.
Currently training with Thomas Johansson and Goetzke, Medvedev has consistently improved in the last few weeks - climaxing in a tightly fought three-set victory over Frenchman Moutet.
It is Medvedev's initial trophy after the 2023 Rome Masters and maiden on a hard court after that period of that year.
The win also indicates he has won 21 victories at 21 different tournaments.
"This marks the first occasion I am participating in a event with my both daughters simultaneously, so to secure a championship is really nice," stated ranked player Medvedev.
"This championship is in dedication of my child Victoria, because the initial championship I won when my first daughter Alisa was born was for her."
The tennis star, the past champion, had lost his previous six finals, comprising in the German tournament earlier this year.
Medvedev's retrieving play style and frequent outbursts on the tennis court had prompted commentators to doubt if his capacity to play at the highest level was concluded.
But the 29-year-old has implemented adjustments in the past month, making an effort to come to the net and compete aggressively, supported by an improved service.
Medvedev recovered from a disadvantage in the first set against the challenging Moutet, taking four of the last five games to take the lead.
Both players exchanged breaks in the middle set before the challenger, bidding for his first tour victory, seized the initiative to force a decider.
Moutet defended 4 early break points in a competitive final set before the Russian secured a break to fifteen to close out the victory.
Suitably, the winner clinched the win with a shot at the front of the court, with Moutet failing to control a return after a lengthy match.
